The San Diego City Council Monday placed new constraints on door-to-door solicitors by passing a law prohibiting soliciting from sundown to 8 a.m. A council committee had endorsed the idea


of prohibiting soliciting beginning when it gets dark--defined legally as half an hour after sundown--but Councilman Bruce Henderson urged an even tighter policy. Henderson said many people
