POLICE and security forces have been criticised in the aftermath of the shooting of Toulouse gunman Mohamed Merah – who had been under investigation by intelligence agencies for several


years. Merah killed three soldiers, three children and a teacher at a Jewish school. Prime Minister François Fillon said they were bound by the “rule of law” and there had been no grounds to


arrest him before the crimes.
