Federal prosecutors have informed two former guards at Wisconsin’s troubled youth prison that they are targets of an investigation into excessive use of force. The Milwaukee Journal Sentinel


reports that the U.S. Attorney’s Office for the Western District of Wisconsin sent letters to two former employees at the Lincoln Hills School for Boys notifying them that they were under
