Mr. Kelter was appointed Medical Center Director (MCD) effective March 27, 2022 after having served as the interim MCD since August 9, 2021. Mr. Kelter's responsibilities include
oversight of services at the Walla Walla site as well as four community based outpatient clinics and two primary care telehealth outreach clinics spanning 16 counties and 3 states. Services
offered by the station include ambulatory medical and mental health care, specialty care services provided both on site and through telehealth technologies, and coordination of care with
community providers for inpatient, diagnostic and therapeutic services. There is also an on-site 36-bed residential substance abuse rehabilitation treatment program and an active home-based
primary care program. Mr. Kelter joined the Jonathan M. Wainwright VA January 21, 2020 as the interim associate director for operations and was officially appointed to that position
effective May 24, 2020. Prior to his move to Walla Walla, Mr. Kelter served in progressively responsible roles in the Alaska VA Healthcare System, to include interim associate director. A
Veteran, he served 10 years in the U.S. Air Force on active duty with deployments to Southwest Asia, Southeast Asia, and Europe, and currently serves in the U.S. Air Force Reserves, retiring
in 2022 with a total of 32 years of service. Mr. Kelter holds a Bachelor of Science in Biology from the United States Air Force Academy and a Masters degree in Health Administration from
Capella University.
