Information Technology Management, Cyber Security & Telecommunications Engineering. In 2016; Richard became the Facility’s Chief Information Officer, after transferring to the VA from

the Department of Transportation, Maritime Administration Agency, Merchant Marine Academy, where he served as the Director in the Department of Information Technology. Chino, as he is

affectionate known by Collogues, Friends & Family served in the Department of Defense, Defense Information System Agency for almost 2 years from 2013 to 2015 immediately after his

retirement from active duty in the Army. He is a retired combat Veteran with 30+-years military service, over 20 years of overseas service & more than 10 deployments earning him the

Legion of Merit, a Bronze Star, & the Defense Meritorious Service Medal amongst some of his highest awards. Chino is a graduate from the VA Executive Leader Academy. Chino is a team

builder with a passion for helping others to strive and achieve their full potential and personal goals. Born in New York City; Chino has travel to over 80 countries around the world either

for pleasure or while engaged in the performance of duties as a member of the US Armed Forces.
