FEARS that internet service providers are looking at ways to “cap” users’ web access have been denied by leading ISPs and the government. The ISPs admit alarm that 5% of heavy web users tak
up more than 80% of online traffic with multimedia use and peer-to-peer filesharing but denied plans to cut “unlimited” web access. Orange said talks with other operators had been “twisted”
out of context and Bouygues said it was “never a plan”. The government “does not envisage any access restrictions”.
