Wikipedia describes a toxic workplace as one marked by "significant personal conflicts which often reduces productivity" and, more tellingly, as one "that negatively impacts
the viability of an organisation" and, by extension, its effectiveness. Toxicity has no place in a local council whose duty it is to work ceaselessly and effectively for the benefit of
the community by getting the best value from meagre resources. Using ratepayers' funds to fight breaches of codes of conduct (bullying, harassment) is not getting the best value from
meagre resources.
